I too received some moldy sticks from a vendor last year.
I emailed them and they gave me a similar line.
"Yes, we did receive your previous e-mail with photographs.
We've analyzed the pictures and we can see that this is not fungus.
Look at the nice oily wrapper of the cigar. These are essential oils
coming out during maturation process. You can easily wipe it out with
your finger or a smooth brush. Mold is greenish, smells bad and cannot
be removed. Try it and see. Also you can smoke one cigar and you will
see that the taste is not affected.

Well, I could see this was going nowhere so I decided to try what they said to do.
I wiped one of and smoked it. It was fantastic! In fact, I wiped them down and those smokes were the best Punch PC's I've had to date.
Go figure. The mold did not return, nor did any of the other cigars I had with them develop mold issues.
