Yes and no; spammers and the more sophisticated spambots can easily spam their way to ten posts then flood the PM system. Seen it in action.At the forum where I moderate, we have the PM system set that you have to have at least 10 posts to send a PM.
If Rod can set this forum software up the same way, it will stop this kind of BS in its tracks.

Only really effective gate is to have all new users that register go into a queue where someone has to approve them. That will stop 99% of the issue before it starts.

We had that as well, but it turned out to be more of a hassle than it was worth. And when they have to spam to make PMs its easier to nip them in the bud quickly.
