I have seen other posts on outrageous sales on Ebay; but this is the first I have seen where it actually blatantly states that it has the cigars with the box for the sale? Can they do that? Maybe I have missed it before and this is nothing new...

I believe they have done this in the past. The loophole seems to be the "sticks that are not for consumption." Don't they do this for alcohol as well when they sell "bottles with content not for consumption"?
