Should the Warranty Seal Glow?

I have bought four boxes of Cuban cigars. I was told that the Warranty Seal should glow under a black light. Is this true? 3 out of 4 seals glow. The one that does not glow is dated 2001 the others are 03-04. They all have the same seals and paper inserts and all cigars are of top quality. Does it mean they are fakes if the seal does not glow under a black light?
I can’t find any info on this.
 
Every box I've ever had have a visible watermark undr black light except when they had the old seal. If you've read the reference then you when the changeover was made.

The only boxes w/o seals would have had them on the exterior cardboard box like Partagas 898. I personally would not trust a box w/o a seal. Have you heard the joke about the tight seal? Well we'll leave that for some other time.
