What exactly is Plume? how and why does it develop on cigars?
Why does plume make a cigar better
 
Plume is when the oils on the cigars wrapper dry out slowly over time. What is left is the crystallized residue of the the oil. Plume suggests that the cigar was well cared for, and the oils dried slowyly over a long period of time.
If plume did not develop on the cigar, perhaps it was not cared for over it's life span, maybe the cigar wasn't oily on the surface, or the cigar didn't have the time to develop plume.
Plume only signifies that the cigar has some decent age on it and it was well kept. Nothing more nothing less. Doesn't mean it will be a great tasting smoke, but then again, most every smoke I have had that had plue smoked like a champ.

What does plume look like compared to fungus?
The only mold I have seen so far is small white areas on the cigar.
