This bill was recently introduced in the House of Representatives in an effort to close the "loophole" that RYO tobacco producers have used to avoid the gargantuan taxes levied against their product in the SCHIP legislation of last year.

This is the pertinent passage:


SEC. 2. PIPE TOBACCO AND ROLL-YOUR-OWN TOBACCO RATE PARITY.
  • (a) In General- Subsection (f) of section 5701 of the Internal Revenue Code of 1986 is amended by striking `$2.8311 cents' and inserting `$24.78'.
  • (b) Effective Date- The amendments made by this section shall apply to articles removed (as defined in section 5702(j) of the Internal Revenue Code of 1986) after the date of the enactment of this Act.
Write a polite letter to your Rep or to each member of the Ways and Means Committee to let your voice be heard.

How much u usually pay in the USA?

There are federal taxes on each type of tobacco and then state taxes that vary widely. Some states discriminate between types of product and some don't. Here in MN the taxes on pipe tobacco are $2.83 per pound federal + 70% of wholesale price + sales tax that differs county to county and even city to city in some cases.

It's different for cigarettes and different still for cigars.



This bill is currently in committee. While it's not a HUGE amount of money when you think about a per bowl average, it is enough to almost double the price per pound of some blends and put a hurt on what is already kind of a boutique industry. It's also yet more intrusion into our lives by the government that has become increasingly overreaching in the course of my lifetime.

I figured this would happen when I saw what was formally RYO Cigarette Tobacco transform into Pipe Tobacco.
More screwing by things relating to cigarettes.

I just recently started smoking a pipe. Unfortunately I do not have enough experience with the multitudes of offerings, or I would surely stock up. I have been searching the Pipe Room to see what seems to be most loved, which vendors are respected, etc. I would like to get at least something in and stockpiled if/and before this tax becomes a reality.
