Humidor capacity

What is the standard for Humidor capacity measurement?
I have a 100 cigar Humi which is full to the top with 54 Robusto's
I also have a 300 cigar Humi which is nearly full at 200 Robusto's
What cigar size do the Humidor makers/retailers measure capacity with?
It certainly can't be Robusto's.
