Those two things are not necessarily a mutually exclusive group, as in "cigar smoke filled back room politics", but I was at the Ritz cigar club with a friend of mine in STL today and in walked a former candidate for governor who has her own box in the club. She lost in the primary. Was sort of surprised to see her there and said hello and was happy to see her having a cigar. Hopefully no one sees this as a political statement she was beaten in the primary anyway, just an observation that some politicians, even women, still enjoy a cigar.
