I am not sure if these are the best, but for "legal" cigars, I use JRcigar for boxes, and recently have been buying singles from DukeCityCigars. They were nice enough to pack them into a wooden cigar box, rather than the normal cardboard ones. They also had a box of Hemingway's that was in stock and discounted...I was pretty happy.

When I want my "snobby" cigars, I generally look here when other CPers post "Hey, my local shop has Opus or Padron 1926's in stock"

As far as Havanas, just look at the CigarPass list of advertisers. You can't go wrong with them.
