Apologies for this very very basic question

The cigar cutters I have look like guillotines. You could put your finger (or something else) in the hole and do some real damage.
 
What do you call cutters that look kind of like a pair of pliers?
 
Scissors? Xikar has a multi tool that folds up and fits on a keychain. There's nothin better than a double sided guillotine cutter IMO. I have several xikar ones and a Palio.
 
Perforating clamp?? That sounds like a medieval torture device.
 
The one I'm referring to isnt a puncher, its a chopper :) It looks like a pair of pliers, but cuts rather than punches a hole.
 
Admittedly I've never seen them in the US, only ever on this side of the water, so maybe its a Euro thing.
 
ok I'll go into a store this afternoon and ask them if they have any circumcision devices, I'm sure they'll know what I mean :)

That is NOT whta I had in mind when I answered for sure...Now I'm thinking circumcision and I have a odd feeling in my pants ...lol

I have a set of those style clippers....use them at home regularly.

I would say they are an 'old time' cutter. Today's models seem geared toward portablity.

Thanks guys, I appreciate your input. I wasnt able to find that ^ type of Xikar cutter here, but I bought the guillotine type (also Xikar) and when I get back to Florida, I'll try to find a pair of the nail clipper type :)
