For ebay $10 to ship an "envelope" full of bands seems about right.

Based on that wording you could technically put an auction like that up and sell the box with just the bands and what recourse would the buyer have?

I was thinking that also. Granted there would be moral issues somewhat at hand, but ultimately you are correct. The buyer would have no recourse except maybe filing a PayPal charge back on the seller. Other than that, there isn't much anyone could do.
